Mayor: Council Bluffs missed $4.3 million from Google over utilities ordinance that didn't follow state law

💡 Council Bluffs says it missed out on $4.3 million from Google in 2024 because of an ordinance the mayor says wasn't even legal. Council Bluffs, Iowa, may have missed $4.3 million in revenue from Google in 2024 due to an old utilities ordinance, according to Mayor Jill Shudak. The city's franchise fee, which costs the city for the use of its land for power lines, was not equal and Google's rate was held at 2% regardless of all other customers' costs. The 2011 ordinance, which created the carve-out for Google, was recently corrected by the city council. The mayor also revealed that the city is reviewing two 20-year property tax abatements given to Google for its Southlands development in 2009. Shudaks said the city will implement processes to prevent this occurrence.
